Luxembourg has emerged as the top-ranked country in the world for quality of life in 2025, according to the latest mid-year report from Numbeo, the world’s largest crowd-sourced database for global living conditions.
The report evaluates countries based on a composite index that includes purchasing power, safety, healthcare, cost of living, property affordability, commute times, pollution, and climate.
Luxembourg scored 218.2 on the Quality of Life Index, leading a group of predominantly European nations that dominate the top tier.
The Netherlands (216.5), Denmark (215.1), Switzerland (210.9), and Finland (208.3) round out the top five. Oman, the only non-European country in the top ten, tied with Denmark at 215.1, earning praise for its safety, infrastructure, and low crime rate.
The rankings reflect a growing divide between countries that invest heavily in public services and environmental sustainability, and those grappling with economic instability, poor infrastructure, and governance challenges.
At the bottom of the list, Nigeria scored just 15.6, placing last among the 84 countries evaluated. The report identifies persistent issues, including poverty, weak healthcare systems, corruption, and security concerns, as key factors contributing to Nigeria’s low score.
India ranked 62nd with a score of 124.4, demonstrating moderate improvement in infrastructure and foreign investment; however, it still faces challenges related to pollution, healthcare access, and urban-rural disparities. Pakistan placed 76th with a score of 105.7, weighed down by inflation, limited job opportunities, and governance issues.
The United States ranked 13th globally, with a score of 192.1, bolstered by its high purchasing power and strong healthcare infrastructure. However, concerns remain about safety and pollution. Japan (188.8), Australia (195.1), and Germany (195.2) also featured prominently in the top 20, reflecting their robust social systems and high standards of living.
Numbeo’s Quality of Life Index is updated semi-annually and relies on user-contributed data as well as statistical modelling to assess living conditions across countries.
The 2025 Quality of Life Rankings by Numbeo were released as part of their mid-year update, which was published in July 2025. Numbeo typically updates its global indices twice a year, once in January and again in July, based on user-contributed data and statistical modelling across multiple categories, including safety, healthcare, cost of living, and pollution.
Researchers, policymakers, and expatriates widely use the index to evaluate relocation options and benchmark national performance.
As global migration continues to rise, with over 300 million people moving across borders in search of better living conditions, according to the United Nations, the Numbeo rankings offer a snapshot of where life is safest, healthiest, and most fulfilling in 2025.
